- HOUSE OF REPRESENTATIVES COMMITTEE ON REGULATORY REFORM REP. JOSEPH A. ARAGONA CHAIR COMMITTEE MEETING MINUTES The House Committee on Regulatory Reform was called to order by Chair Aragona. The Chair requested attendance to be called: Present: Reps. Aragona, Fairbairn, Wozniak, Wendzel, Tisdel, Hoadley, Neyer, Rigas, Thompson, Linting, Tyrone Carter, Witwer, Dievendorf and Grant. Absent: Reps. Liberati, Whitsett and Neeley. Excused: Reps. Liberati, Whitsett and Neeley. Representative Tisdel moved to adopt the meeting minutes from March 13, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4081 before the committee: The following people submitted a card in support of HB 4081, but did not wish to speak: Brad Ward, representing the Michigan Realtors. Marcus Keech, representing the Grand Rapids Chamber. Jarrett Skorup, representing the Mackinac Center for Public Policy. Representative Rigas moved to adopt substitute (H-1) to HB 4081. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Aragona, Fairbairn, Wozniak, Wendzel, Tisdel, Hoadley, Neyer, Rigas, Thompson, Linting, Tyrone Carter and Witwer. Nays: None. Pass: None. Representative Wozniak moved to report out HB 4081 with recommendation, as substitute (H-1). The motion prevailed 11-0-1: Thursday, March 20, 2025 9:00 AM Room 519, House Office Building HB 4081 (Rep. DeBoyer) A bill to amend 1967 PA 288, entitled "Land division act," by amending section 108 (MCL 560.108), as added by 1996 PA 591. FAVORABLE ROLL CALL Yeas: Reps. Aragona, Wozniak, Wendzel, Tisdel, Hoadley, Neyer, Rigas, Thompson, Linting, Tyrone Carter and Witwer. Nays: None. Pass: Rep. Fairbairn. Chair Aragona laid before the committee a presentation from the Michigan Municipal League. Jennifer Rigterink, representing the Michigan Municipal League, gave a presentation to the committee. Questions and discussion followed. Chair Aragona laid before the committee a presentation from the Michigan Realtors. Brad Ward, representing the Michigan Realtors, gave a presentation to the committee. Questions and discussion followed. Representative Tyrone Carter moved to excuse Representatives Liberati, Whitsett and Neeley from the meeting. There being no objection the motion prevailed by unanimous consent.
