- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Foreman and Wooden. Absent: Reps. Arbit and Myers-Phillips. Excused: Reps. Arbit and Myers-Phillips. Representative Johnsen moved to adopt the meeting minutes from March 26, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4029 before the committee: Representative Slagh testified in support of HB 4029. Questions and discussions followed. Chris Semrinec, representing the Department of Natural Resources, testified with no position on HB 4029. The Chair laid HR 30 before the committee: Wednesday, April 16, 2025 Noon. Room 519, House Office Building HB 4029 (Rep. Slagh) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 40113a and 41103 (MCL 324.40113a and 324.41103), section 40113a as amended by 2023 PA 222 and section 41103 as added by 1995 PA 57. HR 30 (Rep. Fairbairn) A resolution urging the United States Congress to enact legislation that would reinstate the Department of Interior’s prior removal of the gray wolf from the endangered species list, thus allowing gray wolf population management to be handled at the Representative Fairbairn and Gary V. Gorniak, representing the Upper Peninsula Sportsmen's Alliance, testified in support of HR 30. Questions and discussions followed. Beatrice Friedlander, representing Attorneys for Animals, testified in opposition to HR 30. Nichole Keway Biber, tribal citizen of the Little Traverse Bay Bands of Odawa, testified in opposition to HR 30. Amy Trotter, representing Michigan United Conservation Clubs, testified in support of HR 30. The following person submitted a card in support of HR 30, but did not wish to speak: Merle Jones, representing the Michigan Trappers and Predator Callers. Emily Smith, representing the Michigan Environmental Council. Tim Minotas. Representing the Sierra Club. Representative Fairbairn moved to report out HR 30 with recommendation. The motion prevailed 10-4-1: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn and Wortz. Nays: Reps. McFall, Scott, Weiss and Foreman. Pass: Rep. Wooden. Representative VanderWall moved to excuse Representatives Arbit and Myers-Phillips from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Martin adjourned the meeting at 12:48 PM.
