- HOUSE OF REPRESENTATIVES COMMITTEE ON REGULATORY REFORM REP. JOSEPH A. ARAGONA CHAIR COMMITTEE MEETING MINUTES The House Committee on Regulatory Reform was called to order by Chair Aragona. The Clerk read a letter dated January 30th, 2025, from House Speaker Matt Hall which appointed members of the Committee on Regulatory Reform. The Chair requested attendance to be called: Present: Reps. Aragona, Fairbairn, Wozniak, Wendzel, Tisdel, Hoadley, Neyer, Rigas, Thompson, Linting, Liberati, Tyrone Carter, Witwer, Neeley, Dievendorf and Grant. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative Liberati moved to adopt Thursdays at 9:00 AM, in room 519 of the House Office Building as the normal day, time, and location for meetings of the House Committee on Regulatory Reform. The motion prevailed 16-0-0: FAVORABLE ROLL CALL Yeas: Reps. Aragona, Fairbairn, Wozniak, Wendzel, Tisdel, Hoadley, Neyer, Rigas, Thompson, Linting, Liberati, Tyrone Carter, Witwer, Neeley, Dievendorf and Grant. Nays: None. Pass: None. Chair Aragona stated that the House Committee on Regulatory Reform will follow the Uniform Committee Rules, stated in the House Standing Rules, that were adopted on the House Floor. Chair Aragona offered the following proposed committee rule: At the discretion of the committee chair, a member of the public may address the committee regarding business before the committee. The committee may accept written testimony in lieu of oral testimony. Representative Fairbairn moved to adopt the proposed committee rule. The motion prevailed 16- 0-0: Thursday, February 20, 2025 9:00 AM Room 519, House Office Building FAVORABLE ROLL CALL Yeas: Reps. Aragona, Fairbairn, Wozniak, Wendzel, Tisdel, Hoadley, Neyer, Rigas, Thompson, Linting, Liberati, Tyrone Carter, Witwer, Neeley, Dievendorf and Grant. Nays: None. Pass: None. The Chair laid HB 4004 before the committee: Representative Outman testified in support of HB 4004. The following person submitted a card with a neutral position on HB 4004, but did not wish to speak: Mike Gallagher, representing the Michigan Lottery. The Chair laid HB 4065 before the committee: At 9:12 AM, the Chair laid the committee at ease. At 9:13 PM, Majority Vice Chair Fairbairn called the committee back to order. Chair Aragona testified in support of HB 4065. Questions and discussions followed. At 9:16 AM, Majority Vice Chair Fairbairn laid the committee at ease. At 9:17 AM, the Chair called the committee back to order. The following person submitted a card in support of HB 4065, but did not wish to speak: David Martin, representing the Michigan Liquor Control Commission. Chair Aragona laid before the committee a presentation from the Michigan Liquor Control Commission. Kristin Beltzer, Kerry Krone, David Martin, Sara Weber, and Kayla Swope, all representing the Michigan Liquor Control Commission, gave a presentation to the committee. Questions and discussion followed. Representative Liberati moved to excuse Rep. Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent. HB 4004 (Rep. Outman) A bill to amend 1972 PA 239, entitled "McCauley-Traxler-Law-Bowman-McNeely lottery act," by amending section 25 (MCL 432.25), as amended by 1998 PA 465. HB 4065 (Rep. Aragona) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 513 (MCL 436.1513), as amended by 2024 PA 115. There being no further business before the committee, Minority Vice Chair Liberati adjourned the meeting at 9:51 AM. Representative Joseph A.
