April 23, 2025
A meeting of the Senate Appropriations Subcommittee on Appropriations Subcommittee on Universities and
Community Colleges was scheduled for Wednesday, April 23, 2025, at 9:00 a.m. in the Room 1100 of the
Binsfeld Office Building
The Chair called the meeting to order at 9:04 a.m.. The Chair instructed the Clerk to call the roll. At that time,
the following members were present: Chair McCann, Sen.(s) Irwin, Singh and Albert
The Chair entertained a motion by Sen. Irwin, supported by Sen. McCann, to excuse absent members from the
meeting. Without objection, Sen. Damoose was excused from the meeting.
The Chair entertained a motion by Senator Albert, supported by Senator Singh, to adopt the meeting minutes
from March 19, 2025. Without objection, the minutes were adopted.
The Chair invited the following individuals to present testimony regarding the Fiscal Year 2025-26 budget
priorities of the Michigan Association of State Universities:
Dr. Dan Hurley, CEO, Michigan Association of State Universities
The Chair invited the following individuals to present testimony regarding the importance of the Michigan
Tuition Grant Program:
Dr. Rick Pappas, President, Davenport University
Jesse Ward, student and Michigan Tuition Grant Recipient, Davenport University
The Chair invited the following individuals to present testimony regarding the Fiscal Year 2025-26 budget
priorities of the Michigan College Access Network:
Ryan Fewins-Bliss, Executive Director, Michigan College Access Network
There being no further business before the committee, the Chair made a motion, supported by Senator Irwin, to
adjourn the committee at 9:53 a.m. Without objection, the committee was adjourned.
