    6. Amend page 29, after line 16, by inserting: “ ONE-TIME APPROPRIATIONS Sec. 901. (1) From the funds appropriated in part 1 for economic development for food and agriculture, the department shall establish a grant program to support the food supply chain from Michigan farms and improve food safety and security in Michigan. (2) From the funds appropriated in part 1, the department may increase capacity by a total of 8.0 FTE positions (limited term) to administer the program. (3) The unexpended funds appropriated in part 1 for economic development for food and agriculture are designated as a work project appropriation, and any unencumbered or unallotted funds shall not lapse at the end of the fiscal year and shall be available for expenditures for projects under this section until the projects have been completed. The following is in compliance with section 451a of the management and budget act, 1984 PA 431, MCL 18.1451a: (a) The purpose of the project is for stabilizing and accelerating the food supply chain while significantly increasing food security and reducing environmental risk in Michigan. (b) The project will be accomplished by utilizing state employees or contracts with service providers, or both. (c) The estimated cost of this project is $30,000,000.00. (d) The tentative completion date for the work project is September 30, 2027.”. Senator Chang requested the yeas and nays. The yeas and nays were ordered, 1/5 of the members present voting therefor. (2) From the funds in part 1, the department may increase capacity by a total of 3.0 FTE positions (limited term) to administer the program. (3) The unexpended funds appropriated in part 1 for the Office of Rural Development are designated as a work project appropriation, and any unencumbered or unallotted funds shall not lapse at the end of the fiscal year and shall be available for expenditures for projects under this section until the projects have been completed.
