“Mr. Speaker and members of the House:
The language in HB 4254 & HB 4265 criminalizes non contact events, rather than battery. It also fails to
define in statute mental distress creating overly broad potential for prosecution. While I support expanding
protections for Elder and Vulnerable populations, I’m cautious of overly broad legislation.”
Rep. Cole moved that House Bill No. 4255 be placed on its immediate passage.
