“Mr. Speaker and members of the House:
Though well intended, I have some concerns about protecting the marginalized as it relates to access to electronic forms of contracting. Even if a person lists an email as a primary form of contact, because of housing instability and/or not having access to a phone, there could be barriers to accessing internet causing them to miss notifications. The digital divide continues exist.”
