    The following bill was read a third time: Senate Bill No. 136, entitled A bill to make appropriations for the department of education for the fiscal year ending September 30, 2020; and to provide for the expenditure of the appropriations. The question being on the passage of the bill, Senator Bayer offered the following amendments: 1. Amend page 5, line 24, by striking out “218,400,000” and inserting “232,000,000”. 2. Amend page 6, line 5, by striking out “237,692,200” and inserting “251,292,200” and adjusting the subtotals, totals, and section 201 accordingly. 3. Amend page 31, line 11, by striking out “130%” and inserting “140%”. The amendments were not adopted, a majority of the members serving not voting therefor. Senator Chang requested the yeas and nays. The yeas and nays were ordered, 1/5 of the members present voting therefor. The amendments were not adopted, a majority of the members serving not voting therefor, as follows:

From the funds appropriated in part 1 for early childhood programming, the department shall award funding to a public television provider that works in connection with school districts and intermediate school districts to develop and expand education programming to support education providers that covers at least a first class school district as defined in section 6 of the state school aid act of 1979, 1979 PA 94, MCL 388.1606.”.
