Yaroch, having reserved the right to explain his protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: While I strongly support giving to charity, the tax code should be for raising the needed revenue to operate the government not to make social policy.” House Bill No. 6162, entitled A bill to amend 1967 PA 281, entitled “Income tax act of 1967,” (MCL 206.1 to 206.713) by adding section 260. Was read a third time and passed, a majority of the members serving voting therefor, by yeas and nays, as follows:
