Rep. Breen, having reserved the right to explain her protest against the passage of the bill, made the following statement:
“Mr. Speaker and members of the House:
As of now, there are no instances of anyone attempting to pay with cash being denied. DTMB has estimated that this bill will require an appropriation of over $30 million to bring ALL state departments online, PLUS an additional $5M each year for maintenance, even though there is no evidence that this is an actual issue. It would be prudent to understand if certain departments can be excluded from the mandate, or if anyone is denied the ability to pay cash.”
