    Rep. Posthumus moved that the bill be given immediate effect. The motion prevailed, 2/3 of the members serving voting therefor. Rep. Young, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: Though well intended, at the time of the vote, I was not able to support a potential $100M hit to the state’s general fund. I believe more work could be done to lessen the blow, and I am hopeful the Senate will continue to work with the bill sponsors and send back a bill that addresses these concerns that support our small businesses in a fiscally responsible manner.” Rep. Paiz, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: I support our House Fiscal Analysis, which states that the General Fund revenue loss would be over $100 million (money that I believe could be better spent for all Michiganders). Additionally, while I support our 3-tier system, I believe it would be to the detriment of the other tiers should this legislation become law. ‘...the existing 17% licensee discount totaled $323.8 million. Increasing the licensee discount to 23% would increase the licensee discount payment by approximately $113.9 million, which would result in a corresponding general fund revenue loss of approximately $113.9 million.’” House Bill No. 4189, entitled A bill to amend 2001 PA 142, entitled “Michigan memorial highway act,” (MCL 250.1001 to 250.2092) by adding section 1051.
