    Edwards McKinney Rogers In The Chair: Smit The House agreed to the title of the bill. Rep. Posthumus moved that the bill be given immediate effect. The motion prevailed, 2/3 of the members serving voting therefor. Rep. Paiz, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: Today, I voted NO on House Bills 4340 and 4341, legislation which aims to prohibit services to Michigan’s undocumented persons. These bills seek to prevent anyone who is not a U.S. citizen or ‘qualified alien’ from receiving services, grants or participation in any program covered under the Michigan State Housing Development Authority Act and the Social Welfare Act. To legislate to prohibit any person from having access to essential housing and social services – any human rights – is abhorrent and unnecessary. I was elected to office to represent everyone who lives in my district, House District 10 – doesn’t matter who they are, where they’re from, how they got there, if they live in a house or a car or on the street, whether they’re registered to vote or not. My duty is in service to all who live HD-10.” House Bill No. 4341, entitled A bill to amend 1966 PA 346, entitled “State housing development authority act of 1966,” (MCL 125.1401 to 125.1499c) by adding section 13.
