Pursuant to Joint Rule 20, the full title of the act shall be inserted to read as follows:
“An act to authorize the secretary of state to issue enhanced driver licenses and state personal identification cards to United States citizens who reside in Michigan to facilitate travel between the United States and Canada; to establish certain funds and prescribe duties for certain officials; and to prohibit certain conduct and prescribe penalties,”
The Senate agreed to the full title.

- Rep. Bollin moved to amend the Senate substitute (S-2) as follows:
1. Amend page 4, line 26, after “(6)” by striking out “An” and inserting “Subject to this subsection, an”.
2. Amend page 4, line 29, after “age.” by striking out “If” and inserting “Except as otherwise provided
in this subsection, if”.
3. Amend page 5, line 3, after “day.” by inserting “If an individual who was preregistered to vote under
section 493a or 493b has not previously voted at an election, that individual must vote in person at the
individual’s designated early voting site, city or township clerk’s office, or election day polling place.”.
The motion did not prevail and the amendments were not adopted, a majority of the members serving not
voting therefor.
