    Rep. Hope, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: I do not condone voter fraud, but it does not make sense to increase penalties for a crime that occurs with exceeding rarity. What’s more, the conduct at issue in these bills is already illegal. So if these bills serve any deterrent effect, they would deter only confused voters—not voters who intend to act unlawfully. Lastly, these bills make felonies out of behavior that is typically not committed with criminal intent.” House Bill No. 4133, entitled A bill to amend 1927 PA 175, entitled “The code of criminal procedure,” by amending section 11d of chapter XVII (MCL 777.11d), as amended by 2018 PA 661. Was read a third time and passed, a majority of the members serving voting therefor, by yeas and nays, as follows:
