- Rep. Hope, having reserved the right to explain her protest against the passage of the bill, made the
following statement:
“Mr. Speaker and members of the House:
I do not condone voter fraud, but it does not make sense to increase penalties for a crime that occurs with
exceeding rarity. What’s more, the conduct at issue in these bills is already illegal. So if these bills serve any
deterrent effect, they would deter only confused voters—not voters who intend to act unlawfully. Lastly,
these bills make felonies out of behavior that is typically not committed with criminal intent.”
