Cynthia Johnson, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: The concept of the bill is great, but we need to attach appropriations, i.e More work, more money.” Rep. Frederick moved that House Bill No. 5550 be placed on its immediate passage. The motion prevailed, a majority of the members serving voting therefor.
