Senator Irwin’s statement is as follows:
I rise to offer some words on this bill. I intend to vote in favor of the bill, but I’m a little confused by some of the dilatory language in this legislation. It strikes me that given the recent announcement by the Secretary of State regarding greeters who are going to be in all offices and are going to be there to assist clients who walk in, the effect of this legislation is going to be zero with respect to that element. In terms of requiring the Secretary of State to not charge late fees for people who are submitting their paperwork late because of everything we’ve gone through over the course of the last year, I think that’s great and I’m going to support the bill for that reason, but all of this business about the 25 hours of in-person, I believe, is completely dilatory and will have no effect, certainly the way it’s written.
I would also point out that requiring these hours does fly in the face of the budget that the Senate just passed. The Senate recently passed a budget for the Secretary of State that reduces their branch operation funding by 6 percent, and in an environment where labor costs are going up, healthcare costs are going up, all costs are going up, while we reduce the Secretary of State’s ability to serve the citizens by 6 percent and now we’re trying to, you know, provide words that urge them to provide better service. If we’re going to throw words at the Secretary of State urging better service, we should also probably provide the resources that make that possible.

- My Democratic colleagues introduced bills to clarify eligibility, provide the funding for SOS to hire more
staff and provide overtime pay, and to give residents more time to renew their driver’s licenses, but the
majority refused to consider them. SBs 507-509 won’t do enough to alleviate the backlog of transactions and
leave our constituents frustrated and waiting in lines.”
Rep. Frederick moved that Senate Bill No. 508 be placed on its immediate passage.

- I just wanted to take a moment to thank the bill sponsors as well as the Department of State for working on this really important compromise. The bills that we are voting on now support the current model that the Secretary of State is using that provides certainty to residents, offers same-day, in-person service, and gets everyone out of offices in about 20 minutes.
I visited a branch office on Mack in my district on Friday and saw that things were working efficiently and wanted to make sure that we recognize the hard work of our Secretary of State branch offices. Anyone who’s ever taken a number and then anxiously watched and waited as their lunch hour expired or had to spend sometimes an hour or multiple hours should be really happy about this enhanced service. This language supports this compromise. Branch offices are open. Residents can walk up and be served immediately if there is an opening or a cancellation, can be advised of a kiosk nearby if business can be addressed at one of those, or be given the option to wait or come back. They can also be assisted in person in scheduling a return visit, many times for the next day. This legislation took guidance from the Secretary of State on extending the expirations and waiving late fees on a rolling basis to prevent even more backlog.
The one thing I do think we also need to address is the backlog we created with previous extensions that were all pinned to March 31st of this year. The Secretary of State is making a lot of progress on this, but we could really use some support to make it faster for our residents with this important funding.
