    Um it's a it's a challenge, it's a barrier because we have um, even though we have constitutional administrative oversight of all the courts of the state, um the that that it that that is something we have to exercise with carrots and sticks because of the different trial courts have their own funding units and different um, perhaps most importantly, different case management systems, and therefore um uh we have to kind of work with them uh to to to pull them into what we're doing in a statewide way.
