    Representative Liberati moved to excuse Representative Hornberger from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HB 4056 before the committee: HB 4056 (Rep. Anthony) A bill to amend 2014 PA 462, entitled"An act to allow peace officers to carry and administer opioid antagonists in certain circumstances; to provide access to opioid antagonists by law enforcement agencies and peace officers; and to limit the civil and criminal liability of law enforcement agencies and peace officers for the possession, distribution, and use of opioid antagonists under certain circumstances,"by amending section 1 (MCL 28.541). Representative Anthony, along with Andy Porter, representing the Michigan Corrections Organization, testified in support of the bill. Questions and discussion followed. Steve James, the Service Employees International Union Michigan State Council, testified in support of HB 4056. Christine Shearer, the Michigan Association of Health Plans., testified in support of HB 4056. Kyle Kaminski, the Michigan Department of Corrections., testified in support of HB 4056. The Chair laid HB 4345 and HB 4346 before the committee: HB 4345 (Rep. Garrett) A bill to amend 1978 PA 368, entitled"Public health code,"by amending section 20912 (MCL 333.20912), as amended by 2000 PA 375. HB 4346 (Rep. Jones) A bill to amend 2014 PA 462, entitled"An act to allow peace officers to carry and administer opioid antagonists in certain circumstances; to provide access to opioid antagonists by law enforcement agencies and peace officers; and to limit the civil and criminal liability of law enforcement agencies and peace officers for the possession, distribution, and use of opioid antagonists under certain circumstances,"by amending the title and sections 2, 3, and 4 (MCL 28.542, 28.543, and 28.544). Representative Garrett and Representative Jones both testified in support of the bills. Angela Madden, representing the Michigan EMS Practitioners Association and the Michigan Association of Ambulance Services, testified in opposition to House Bill No. 4325. Questions and discussion followed. Montgomery Nye, representing Michigan Professional Fire Fighters, testified in opposition to House Bill No. 4325. Questions and discussion followed. The Chair invited Brad Bauer, representing Appriss, to give a presentation on the prescription drug monitoring programs. Questions and discussion followed. The Chair invited Kim Gaedeke, representing the Michigan Department of Licensing and Regulatory Affairs, to give a presentation on the Michigan Automated Prescription System Program. Questions and discussion followed. There being no further business before the committee, Rep. Hank Vaupel adjourned the meeting at 11:49 AM.
