Brann) A bill to amend 1984 PA 270, entitled “Michigan strategic fund act,” (MCL 125.2001 to 125.2094) by adding chapter 7A. HB 4836 (Rep. Farrington) A bill to amend 1984 PA 270, entitled “Michigan strategic fund act,” (MCL 125.2001 to 125.2094) by adding section 15. HB 4837 (Rep. Leutheuser) A bill to amend 1984 PA 431, entitled “The management and budget act,” (MCL 18.1101 to 18.1594) by adding section 449. HB 4838 (Rep. Lasinski) A bill to create certain offices in the executive branch; and to impose certain duties and responsibilities on certain offices and officers and on certain state employees and public employees. Representative Tommy Brann and Representative Donna Lasinski, the bill sponsors, explained HB 4835, HB 4836, HB 4837 and HB 4838. Questions and discussion followed. Micah Babcock, Director of Government Operations for the Small Business Association of Michigan (SBAM), and David C. Rhoa, President of Marana Group, testified in support of HB 4835, HB 4836, HB 4837 and HB 4838. Questions and discussion followed. A copy of Mr. Babcock’s written testimony is attached. Charles S. Owens, Michigan State Director for the National Federation of Independent Business, testified in support of HB 4835, HB 4836, HB 4837 and HB 4838. Questions and discussion followed. A copy of his handout is attached. The following individuals submitted a testimony card in support of HB 4835, HB 4836, HB 4837 and HB 4838, but did not wish to speak: Steven D. Japinga, Vice President of Public Affairs Department for the Lansing Regional Chamber of Commerce, and Brad Williams, Vice President of Government Relations for the Detroit Regional Chamber. Alexa Kramer, Director of Government Affairs for Grand Rapids Chamber, submitted a testimony card in opposition to HB 4835, HB 4836, HB 4837 and HB 4838, but did not wish to speak, and submitted written testimony, which is attached. At 10:21 a.m., the Chair laid the committee at ease. At 1:00 p.m., the Chair called the committee back to order.
