Ellison) A bill to provide for the exemption of certain property from certain taxes; to levy and collect a specific tax upon the owners of certain property; to provide for the disposition of that specific tax; to provide for the powers and duties of certain state and local governmental officers and entities; and to provide penalties. Rachel Richards, representing the Michigan Department of Treasury, testified with a neutral position on HB 5778 and HB 5779. Questions and discussion followed.
