The payments shall be used as determined by said local unit for any police or fire public safety, parks and recreation, or infrastructure. The host community agreement is legally binding. The host community agreement and the annual payments required thereby shall continue until the decommissioning of the energy facility. The commission shall enforce this requirement.".
