Puri) A bill to invalidate certain provisions in homeowners' association agreements that prohibit the replacement, maintenance, installation, or operation of certain energy-saving improvements or modifications or the installation of solar energy systems; to provide for the adoption of certain policy statements; to prescribe penalties and remedies; and to provide for the powers and duties of certain state and local governmental officers and entities. Representative Puri introduced the(H-1) substitute for HB 5028. Brad Ward, representing Michigan Realtors, testified in opposition of HB 5028. The Chair laid HB 4824, HB 4825 and HB 4826 before the committee: HB 4824 (Rep. McKinney) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 20120a (MCL 324.20120a), as amended by 2018 PA 581. HB 4825 (Rep. Hill) A bill to amend 1986 PA 182, entitled "State police retirement act of 1986," by amending section 66 (MCL 38.1666), as added by 2018 PA 674. HB 4826 (Rep. MacDonell) A bill to amend 1969 PA 306, entitled "Administrative procedures act of 1969," by amending sections 33, 39a, 41, 42, 43, 44, 47, and 48 (MCL 24.233, 24.239a, 24.241, 24.242, 24.243, 24.244, 24.247, and 24.248), as amended by 2018 PA 267; and to repeal acts and parts of acts. Representatives McKinney, Hill and MacDonell testified in support of HBs 4824-4826. Questions and discussion followed.
