- Representative Paiz moved to adopt the meeting minutes from February 7, 2024. There being no objection, the motion prevailed by unanimous consent. Chair Fitzgerald offered the following proposed Committee rules: 1. For any item of legislation considered by the committee, at least 1 meeting will be called at which the public may address the committee regarding that item of legislation. Oral testimony may be limited at the discretion of the committee chair. The Committee may accept written testimony in lieu of oral testimony. 2. All testimony shall be on the subject matter pertaining to the committee agenda.

- Representative Breen moved to adopt the proposed Committee rules. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Fitzgerald, Shannon, Breen, Rogers, Hill, Hoskins, Paiz, Zorn, Bezotte, BeGole, Prestin. Nays: None. Pass: None. The Chair laid HB 5203 before the committee: HB 5203 (Rep. Breen) A bill to amend 1851 PA 156, entitled "An act to define the powers and duties of the county boards of commissioners of the several counties, and to confer upon them certain local, administrative and legislative powers; and to prescribe penalties for the violation of the provisions of this act," by amending section 12a (MCL 46.12a), as amended by 2017 PA 204. Representative Breen, and Matt Saxton, representing the Michigan Sheriffs' Association, testified in support of HB 5203. Questions and discussion followed. Sheriff Michelle Lajoye-Young, representing the Kent County Sheriff's office, testified in support of HB 5203. Questions and discussion followed.
