- Rep. Paiz, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: Opposed to the approx. $8 million in state revenue that would be lost. Would eliminate the funding source for the teacher certification database and eliminate the database.” Rep. Glanville, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: This bill is an example of bending over a dollar to pick up a dime. The true cost of certification is not in the $100 fee that is incurred every 5 years. Rather, it’s in the out of pocket cost to teachers in achieving recertification. Additionally, this bill results in an $8M shortfall in the MDE budget that directly impacts the Office of Educator Excellence and the administration of MOECS (the system designed to track teacher certification). I can not vote in favor of a bill that does not maintain the excellence we strive for in teacher preparation.” Rep. Weiss, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: While HB 4150 is well intentioned to lower costs for licensure renewal for teachers, the lack of a plan to backfill the department will have unintended consequences that could actually make it more difficult for teachers to renew their certification. I believe that a better approach for this issue would be to provide an appropriation in the budget to cover that lost revenue. If that were approach were taken, I would support this proposal.” House Bill No. 4151, entitled A bill to amend 1976 PA 451, entitled “The revised school code,” by amending section 1531 (MCL 380.1531), as amended by 2023 PA 110.
