- Rep. Fitzgerald, having reserved the right to explain his protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: I am unable to vote for this amended version of HB 4218 on the grounds that I find this to be a diluted, uncomprehensive version of the bill that could have better served Michiganders by allowing mental health professionals and groups to serve on the council while still addressing the conflicts of interest.” House Bill No. 4219, entitled A bill to amend 1974 PA 258, entitled “Mental health code,” by amending section 416 (MCL 330.1416), as amended by 2018 PA 595. Was read a third time and passed, a majority of the members serving voting therefor, by yeas and nays as follows:
