- The motion prevailed, 2/3 of the members serving voting therefor. Rep. Young, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: Well intended but there is language in the bill that did not apply to Wayne County, thus causing a conflict. Hoping amendments are made in the Senate to correct conflicts.” House Bill No. 4107, entitled A bill to amend 1976 PA 451, entitled “The revised school code,” by amending section 1170a (MCL 380.1170a), as added by 2016 PA 388. Was read a third time and passed, a majority of the members serving voting therefor, by yeas and nays as follows:
