- MacDonell In The Chair: Smit The House agreed to the title of the bill. Rep. BeGole moved that the bill be given immediate effect. The motion prevailed, 2/3 of the members serving voting therefor. Rep. Young, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: Though well intended, I have some concerns about protecting the marginalized as it relates to access to electronic forms of contracting. Even if a person lists an email as a primary form of contact, because of housing instability and/or not having access to a phone, there could be barriers to accessing internet causing them to miss notifications. The digital divide continues exist.” House Bill No. 5157, entitled A bill to amend 1931 PA 328, entitled “The Michigan penal code,” (MCL 750.1 to 750.568) by adding section 89a.
