- Glanville McKinney Rheingans In The Chair: Smit The House agreed to the title of the bill. Rep. Posthumus moved that the bill be given immediate effect. The motion prevailed, 2/3 of the members serving voting therefor. Rep. Breen, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: As of now, there are no instances of anyone attempting to pay with cash being denied. DTMB has estimated that this bill will require an appropriation of over $30 million to bring ALL state departments online, PLUS an additional $5M each year for maintenance, even though there is no evidence that this is an actual issue. It would be prudent to understand if certain departments can be excluded from the mandate, or if anyone is denied the ability to pay cash.” House Bill No. 5680, entitled A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act,” by amending sections 47328 and 47330 (MCL 324.47328 and 324.47330), as added by 1995 PA 57.
