- Farhat Martus Scott In The Chair: Smit The House agreed to the title of the bill. Rep. Posthumus moved that the bill be given immediate effect. The motion prevailed, 2/3 of the members serving voting therefor. Rep. Young, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: Though good intentioned, there are a few areas of concern that still need to be addressed: Guardians and support persons should be included in the treatment plan, at least by a case-by-case basis; not sure CMH’s should have the sole responsibility to determine assisted outpatient treatment; individual and family preferences should be considered for inpatient orders. These were all concerns made by NAMI that were not addressed.” House Bill No. 4414, entitled A bill to amend 1974 PA 258, entitled “Mental health code,” (MCL 330.1001 to 330.2106) by adding sections 1021 and chapter 10A.
