(2) The Michigan sheriff’s association shall establish criteria for the use and distribution of these funds. Allowable use of the funds shall include, but is not limited to, the following: (a) Improvements to jail infrastructure. (b) Improvements to grounds on and around the county jail. (c) Improvements to staff areas. (d) Improvements to security for staff and inmates. (3) The Michigan sheriff’s association shall determine the criteria and need of each county jail within Michigan. In addition, the amount of each grant awarded shall be made based on critical needs as determined by the Michigan sheriff’s association and distributed quarterly as stated in subsection (1). (4) A county awarded a grant under the critical jail program must use county funds to provide a match equal to 50% of the grant amount. Grant recipients must provide proof of matching funds before the grant funds shall be distributed. A grant recipient will have up to one year from the grant award date to provide proof of matching funds and receive distribution of the grant award. (5) The Michigan sheriff’s association shall provide a report to the department and the standard report recipients on the use of these funds on a quarterly basis, itemized by each county, and must include the amount of grant funding provided for the previous quarter. The Michigan sheriff’s association shall provide final report on the amounts granted and the expenditure of these funds no later than September 30, 2026.”.
