The following bill was read a third time: Senate Bill No. 757, entitled A bill to regulate addictive feeds on addictive internet-based services or applications; to regulate covered operators; to provide for parental consent; to prohibit certain acts related to addictive internet-based services or applications used by minors; to provide for the powers and duties of certain state governmental officers and entities; to require the promulgation of rules; and to prescribe civil sanctions and provide remedies. The question being on the passage of the bill, Senator Nesbitt offered the following substitute: Substitute (S-2). The question being on the adoption of the substitute, Point of Order Senator Singh raised the Point of Order that the substitute is out of order because it is not germane. The substitute does not amend the proposed act but instead creates a different act with a different title. The President pro tempore, Senator Moss, ruled that the substitute is out of order because it is not germane to the bill.
