- Senator Theis’ statement is as follows: This amendment would reinsert language requiring LARA to establish an employee performance monitoring process. The Legislature has long required the department to establish consistent methods of evaluating employee performance and should continue to do so. Government workers should be held to the same standard as private sector workers. People working in the private sector can be fired if they don’t do their job well, and the same should be true for government sector workers. These standards ensure accountability and efficiency in serving the public. It is our responsibility to ensure taxpayer dollars are being used effectively and that residents can access the services they need. I ask for support of my amendment. The following bill was read a third time: Senate Bill No. 765, entitled A bill to make appropriations for the department of insurance and financial services for the fiscal year ending September 30, 2025; and to provide for the expenditure of the appropriations. The question being on the passage of the bill, Senator Theis offered the following amendment: 1. Amend page 10, following line 18, by inserting: “Sec. 217. Appropriations in part 1, to the extent possible by the department, must not be expended until all existing work project authorization available for the same purposes is exhausted.”. The amendment was not adopted, a majority of the members serving not voting therefor.
