- (2) Grants shall be awarded to local units of government on a competitive basis. The department of treasury must prioritize demonstrated need when selecting grant recipients. (3) The department of treasury shall develop and post a grant application on a publicly accessible page of the department website no later than November 15, 2024. The deadline for receipt of applications must be no later than December 31, 2024. Funds must be awarded no later than March 1, 2025. (4) The department of treasury shall post a list of award recipients and funding amounts on a publicly accessible webpage. (5) The unexpended portion of funds appropriated for public safety training and equipment upgrades are designated as a work project appropriation, and any unencumbered or unallotted funds shall not lapse at the end of the fiscal year and shall be available for expenditure for the project under this section until the project has been completed. The following is in compliance with section 451a(1) of the management and budget act, 1984 PA 431, MCL 18.1451a: (a) The purpose of the project is to provide grants to local law enforcement agencies to support the recruitment and training of licensed law enforcement officers and the purchase, improvement, or repair of equipment utilized by licensed law enforcement officers. (b) The project will be accomplished by utilizing state resources and grants. (c) The total estimated cost of the project is $15,000,000.00. (d) The tentative completion date is September 30, 2029.”.
