Rep. Clemente, having reserved the right to explain her protest against the passage of the bill, made the following statement: “Mr. Speaker and members of the House: I voted ‘no’ on Senate bill 440 to preserve the integrity of the Certificate of Need (CON) process. The Positron Emission Tomograpy (PET) scanner at the center of this legislation is truly state of the art technology and may be the future of modern medicine. However, this bill attempts to circumvent the CON process in a way that would benefit a specific company, setting a dangerous precedent.” House Bill No. 4656, entitled A bill to amend 1961 PA 236, entitled “Revised judicature act of 1961,” by amending section 526 (MCL 600.526), as amended by 2012 PA 22. Was read a third time and passed, a majority of the members serving voting therefor, by yeas and nays, as follows:
