Amend page 31, line 17, after “(c)” by striking out “In addition, preference” and inserting “Preference”. 2. Amend page 31, following line 20, by inserting: “(d) In addition, preference shall be given to goods or services, or both, that are manufactured or provided by Michigan businesses that are minority-owned and operated, if they are competitively priced and of comparable quality.”. Senator Chang requested the yeas and nays. The yeas and nays were ordered, 1/5 of the members present voting therefor.
