Amend page 4, following line 21, by inserting: “ (11) The legislature shall appropriate sufficient funds to reimburse counties with a population of more than 100,000 according to the most recent federal decennial census for a loss in revenue resulting from a reduction in rate under subsection (1)(d). ”.
