Representative Frederick moved to adopt the meeting minutes from February 14, 2019. There being no objection, the motion prevailed by unanimous consent. Vice-Chair Frederick assumed the gavel at 10:34 a.m. Chairman Vaupel gave a presentation on the Mental Health Task Force. Questions and discussion followed. At 10:55 AM, the Vice-Chair laid the committee at ease. At 10:57 AM, the Chair called the committee back to order. The Chair laid HB 4057 before the committee: HB 4057 (Rep. Marino) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998,"by amending section 221 (MCL 436.1221), as amended by 2018 PA 346. Representative Marino, along with Barry Szczesny, from Representative Marino’s office, testified in support of the bill. Tim Greimel, representing the American Federation of State, County, and Municipal Employees - Council 25, testified in support of the bill. The following individuals submitted a card in support of the bill: Meghann Keit, representing the Michigan Association of Countries. Mike Tobias, representing the Michigan Alcohol Policy. Alan Bolter, representing Community Mental Health Association of Michigan. Kristie Schmiege, representing the Michigan Certification Board for Addiction Professionals. Bethany Wicksall, representing the Michigan State Budget Office, submitted a card in opposition to the bill, but did not wish to speak. The Chair laid HB 4051 before the committee: HB 4051 (Rep. Whiteford) A bill to amend 1974 PA 258, entitled "Mental health code,"(MCL 330.1001 to 330.2106) by adding section 165. Representative Whiteford testified in support of the bill. Questions and discussion followed. Jeff Wieferich, representing the Michigan Department of Health and Human Services, as well as the Bureau of Community Based Services, testified with a neutral position on the bill. Questions and discussion followed. The following individuals submitted a card in support of the bill: Tim Greimel, representing the American Federation of State, County, and Municipal Employees - Council 25. Stacy Sills, representing the Ottawa Area Intermediate School District. Emily Schwarzkopf, representing the Michigan League for Public Policy.
