Representative Meerman moved to adopt the meeting minutes from March 6, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair briefed the committee about her and Representative Carter’s recent trip to the City of Pontiac to see the adult services programs division within the Michigan Department of Health and Human Services. A copy of her comments and handout are attached. The Chair laid HB 4152 and HB 4153 before the committee: HB 4152 (Rep. Johnson) A bill to amend 1978 PA 368, entitled “Public health code, “by amending section 2891 (MCL 333.2891), as amended by 2013 PA 136. HB 4153 (Rep. Guerra) A bill to amend 1978 PA 368, entitled “Public health code,” by amending section 2803 (MCL 333.2803), as amended by 2012 PA 499. Representative Steven Johnson, the bill sponsor for House Bill 4152, and Representative Vanessa Guerra, the bill sponsor for House Bill 4153, explained their legislation. Questions followed Repressive Steven Johnson introduced his constituent Angela Young, who testified in support of the bill. Questions followed. Oakland County Clerk, Lisa Brown testified in support of the bill package. Saginaw County Clerk Michael Hanley joined Ms. Brown and testified in support of the bills. Mr. Hanley introduced his staff Christine Mefford, Deputy Clerk for Saginaw County and Kyle A. Bostwick, Chief Deputy County Clerk, who were with him. Questions followed. Jason Weller from Michigan Coalition Against Homelessness, did not wish to speak, but submitted a card in support of the bills. Elizabeth Kelly, Michigan ID Task Force, testified in support of the bill package. Questions followed. Tami Weaver, State Registrar, with Karala Ruest, Legislative Liaison for the Michigan Department of Health and Human Services, submitted a card stating they were available for questions. The following individuals submitted a testimony card in support but did not wish to speak: Robert Kennedy, President of Capital Affairs, representing Michigan Community Action; Bill Zaagman from Governmental Consultant Services, representing the Michigan Association of County Clerks; and Robert Genetski, Allegan County Clerk and Register of Deeds.
