- Representative Hood moved to withdraw the amendment. There being no objection, the motion prevailed by unanimous consent. Representative Tate offered the following amendments for HB 4234, as substitute (H-1): 1. Amend page 28, following line 5, by inserting: "Land value taxation feasibility study................................................................ $ 100" and adjusting the subtotals, totals, and section 201 accordingly. 2. Amend page 134, following line 15, by inserting: “Sec. 921. From the funds appropriated in part 1 for the land value taxation feasibility study, the state tax commission must conduct a land value taxation feasibility study that shall include, but not be limited to, an evaluation of the feasibility of local units of governments to implement land value taxation, a detailed analysis of the advantages and disadvantages of implementing land value taxation, the financial implications for local units of government and the state, the changes in law that would be required to implement land value taxation, and recommendations and best practices for how land value taxation should be structured. The study may be performed by the state tax commission or through a contract with private vendors. The state tax commission study shall be submitted to the appropriations subcommittees on general government, the house and senate fiscal agencies, and the state budget director by September 30.”.
