- Representative Reilly moved to adopt the meeting minutes from January 16, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5217 and HB 5218 before the committee: HB 5217 (Rep. Iden) A bill to prohibit postsecondary educational institutions in this state and certain athletic organizations from preventing a college athlete from receiving compensation for the use of his or her name, image, likeness rights, or athletic reputation. HB 5218 (Rep. Tate) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by repealing section 411e (MCL 750.411e); and to repeal acts and parts of acts. Representative Iden and Representative Tate testified in support of HB 5217 and HB 5218. Questions and discussion followed. Daniel Hurley, representing the Michigan Association of State Universities, testified in opposition to HB 5217 and HB 5218. Questions and discussion followed. Samir Dahman, representing himself, testified in support of HB 5217 and HB 5218. Questions and discussion followed. The following people submitted a card in opposition to HB 5217 and HB 5218, but did not wish to speak: David Bertram, representing the Michigan State University.
