- Representative Brenda Carter moved to adopt the amendments to HB 5913 (H-2). The motion did not prevail 7-7-1: UNFAVORABLE ROLL CALL Yeas: Reps. Paquette, Camilleri, Sowerby, Brenda Carter, Tyrone Carter, Koleszar, Stone. Nays: Reps. Hornberger, Crawford, Vaupel, Hall, Markkanen, O'Malley, Wakeman. Pass: Rep. Reilly. Representative Hornberger offered the following amendments to HB 5913 (H-2): 1. Amend page 45, line 6, after "assessment" by striking out "described in" and inserting "approved under". 2. Amend page 45, line 6, after "or" by inserting "described in subsection". 3. Amend page 45, line 13, by striking out "described in" and inserting "approved under". 4. Amend page 45, line 13, after "or" by inserting "described in subsection". 5. Amend page 45, line 16, after "least" by striking out "3" and inserting "4". 6. Amend page 45, line 17, by striking out "4" and inserting "5". 7. Amend page 45, line 18, after "department" by striking out the balance of the line through "and" on line 20. 8. Amend page 45, line 23, after "subsection" by inserting a comma and "with the exclusion of the benchmark assessment described in subsection (14),". 9. Amend page 46, line 15, by striking out "6" and inserting "8". 10. Amend page 46, line 18, after "assessment" by striking out "described in" and inserting "approved under". 11. Amend page 46, line 19, after "or" by inserting "described in subsection". 12. Amend page 47, following line 6, by inserting: "(14) The department shall make 1 of the benchmark assessments approved under subsection (9) available to districts at no cost to the districts. The benchmark assessment described in this subsection must meet all of the following: (a) Be 1 of the most commonly administered assessment systems in this state. (b) Be aligned to the content standards of this state. (c) Complement the state’s summative assessment system. (d) Be internet-delivered and include a standards-based assessment. (e) Provide information on pupil achievement with regard to learning content required in a given year or grade span. (f) Provide timely feedback to pupils and teachers. (g) Be nationally normed. (h) Provide information to educators about student growth and allow for multiple testing opportunities." and renumbering the remaining subsection. Representative Hornberger spoke to her amendments.
