PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Tuesday, July 21, 2020 10:00 AM Room 352, House Appropriations, State Capitol Building The House Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, Markkanen, O'Malley, Wakeman, Camilleri, Sowerby, Brenda Carter, Tyrone Carter, Koleszar, Stone. Absent: None. Excused: None. Representative O'Malley moved to adopt the meeting minutes from July 15, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5910, HB 5911, HB 5912 and HB 5913 before the committee: HB 5910 (Rep. Hornberger) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1231 (MCL 380.1231), as amended by 2020 PA 23, and by adding section 1851b. HB 5911 (Rep. Markkanen) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending section 21f (MCL 388.1621f), as amended by 2018 PA 265. HB 5912 (Rep. Schroeder) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending section 101 (MCL 388.1701), as amended by 2019 PA 58. HB 5913 (Rep. Glenn) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending sections 3, 6, 18, 23a, and 104 (MCL 388.1603, 388.1606, 388.1618, 388.1623a, and 388.1704), section 3 as amended by 2017 PA 108, sections 6, 18, and 104 as amended by 2019 PA 58, and section 23a as amended by 2020 PA 22. Substitute (H-1) of HB 5910 was adopted on July 15, 2020. Substitute (H-1) of HB 5912 was adopted on July 15, 2020. Substitute (H-1) of HB 5913 was adopted on July 15, 2020. The benchmark assessment described in this subsection must meet all of the following: (a) Be 1 of the most commonly administered assessment systems in this state. (b) Be aligned to the content standards of this state. (c) Complement the state’s summative assessment system. (d) Be internet-delivered and include a standards-based assessment. (e) Provide information on pupil achievement with regard to learning content required in a given year or grade span. (f) Provide timely feedback to pupils and teachers. (g) Be nationally normed. (h) Provide information to educators about student growth and allow for multiple testing opportunities." and renumbering the remaining subsection. Representative Hornberger spoke to her amendments. Amend page 47, line 1, after "subsection." by inserting "The benchmark assessment data under this subsection may also be used to measure students’ growth based on their performance on state summative assessments to identify districts and schools where student achievement has increased or decreased. After the administration of statewide assessments resumes, the department shall also provide a report to the house and senate appropriations subcommittees on state school aid and the house and senate fiscal agencies identifying the specific student groups whose expected trajectory towards grade-level proficiency were most impacted by school closures.".
