- Representative VanWoerkom moved to adopt the meeting minutes from June 23, 2021. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5130, HB 5131, HB 5132 and HB 5133 before the committee: HB 5130 (Rep. Mueller) A bill to amend 1978 PA 390, entitled "An act to regulate the time and manner of payment of wages and fringe benefits to employees; to prescribe rights and responsibilities of employers and employees, and the powers and duties of the department of labor; to require keeping of records; to provide for settlement of disputes regarding wages and fringe benefits; to prohibit certain practices by employers; to prescribe penalties and remedies; and to repeal certain acts and parts of acts," by amending section 8 (MCL 408.478). HB 5131 (Rep. Clements) A bill to create a grant program to provide grants to law enforcement agencies for the purpose of hiring public service assistants; to create the public service assistants fund; and to provide for the powers and duties of certain state and local governmental officers and entities. HB 5132 (Rep. Beson) A bill to amend 1965 PA 203, entitled "Michigan commission on law enforcement standards act," by amending sections 9, 9b, 9c, and 9d (MCL 28.609, 28.609b, 28.609c, and 28.609d), as amended by 2018 PA 552. HB 5133 (Rep. Posthumus) A bill to amend 1965 PA 203, entitled "Michigan commission on law enforcement standards act," by amending sections 9 and 9b (MCL 28.609 and 28.609b), as amended by 2018 PA 552. At 9:01 AM, the Chair laid the committee at ease. Chair Meuller handed the gavel over to Majority Vice Chair VanWoerkom. At 9:02 AM, the Majority Vice Chair Greg VanWoerkom called the committee back to order. Chair Mueller testified in support of his legislation. At 9:05 AM, Majority Vice Chair VanWoerkom laid the committee at ease. Majority Vice Chair VanWoerkom handed the gavel back to Chair Mueller. At 9:06 AM, the Chair called the committee back to order. Representative Clements and Representative Beson testified in support of their legislation. Questions and discussion followed. Tim Bourgeois, representing the Michigan Commission on Law Enforcement Standards, testified in support of HB 5130 and HB 5131, with a neutral position on HB 5132 and HB 5133. Matt Saxton, the Executive Director of the Michigan Sheriffs' Association, submitted a card in support of HB 5130, HB 5131, HB 5132 and supporting the concept of HB 5133, but did not wish to speak.
