- Representative Borton moved to adopt the amendment to HB 4309. The motion did not prevail 12-17-0: UNFAVORABLE ROLL CALL Yeas: Reps. Lightner, Bollin, Green, Slagh, Beson, Borton, Fink, Cavitt, DeBoer, Kuhn, Schuette, Steele. Nays: Reps. Witwer, O'Neal, Brixie, Hood, Brabec, Morse, Puri, Steckloff, Weiss, Martus, McKinney, Mentzer, Morgan, Price, Skaggs, Snyder, Wilson. Pass: None. Representative Steele offered the following amendment to HB 4309: 1. Amend page 21, following line 7, by inserting: "Sec. 302. Not later than February 1, 2024, the department shall report to the house and senate appropriations subcommittees on transportation, the house and senate fiscal agencies, and the state budget office on STF debt service. The report must include all of the following: (a) An accounting of the prior fiscal year’s STF debt service payments, including a calculation of STF debt service payments as a percentage of STF revenue secured by constitutionally restricted revenue. (b) A projection of STF debt service obligations for the fiscal year ending September 30, 2024, including a calculation of STF debt service obligations as a percentage of estimated STF revenue secured by constitutionally restricted revenue. (c) A description of all bond sales planned for the fiscal year ending September 30, 2024.".
