- Representative MacDonell moved to adopt the meeting minutes from September 26, 2023. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4547 before the committee: HB 4547 (Rep. Snyder) A bill to amend 1887 PA 128, entitled "An act establishing the minimum ages for contracting marriages; to require a civil license in order to marry and its registration; to provide for the implementation of federal law; and to provide a penalty for the violation of this act," by amending section 3 (MCL 551.103), as amended by 2006 PA 578. Representative Snyder, Karen Buie, representing the Muskegon County Clerks, and Lindsay Oswald, representing the St. Joseph County Clerks and the Michigan Association of County Clerks, testified in support of HB 4547. Questions and discussion followed. The following person submitted a card with a neutral position on HB 4547, but did not wish to speak: Samantha Gibson, representing the Michigan Association of Counties. The Chair laid a presentation by the Office of Children's Ombudsman before the committee. Ryan Speidel, representing the Office of Children's Ombudsman, gave an overview presentation of the office.
