The Chair laid Legislative Transfer Request 2024-10 before the committee. Jeff Stoutenburg, Paul Barbeau, and Shannon Huber, representing Dow, joined by Christin Armstrong and Michelle Grinnell, representing the Michigan Economic Development Corporation, provided a presentation on Legislative Transfer Request 2024-10. Questions and discussion followed. Tony Stamas, representing the Midland Business Alliance, testified in support of Legislative Transfer Request 2024-10. The following people submitted a card in support of Legislative Transfer Request 2024-10, but did not wish to speak: Jim Reaume, representing Bay Future. Joann Crary, representing Saginaw Future. The Chair laid HB 4938 and HB 5913 before the committee: HB 4938 (Rep. Morgan) A bill to authorize the state administrative board to convey state-owned real property in Kent County; to prescribe conditions for the conveyance; to provide for powers and duties of state departments regarding the property; and to provide for disposition of the revenue from the conveyance. HB 5913 (Rep. Witwer) A bill to authorize the state administrative board to convey state-owned property in Eaton County; to prescribe conditions for the conveyance; to provide for powers and duties of state departments, agencies, and officers in regard to the property; and to provide for disposition of revenue derived from the conveyance. Neil DeSouza, representing the Department of Technology, Management, and Budget, testified in support of HB 4938 and HB 5913. Questions and discussion followed. Substitute (H-1) to HB 4938 was previously adopted on February 21st, 2024.
