Representative Tsernoglou moved to adopt the meeting minutes from September 09, 2025. There being no objection, the motion prevailed with unanimous consent. The Clerk read a letter from House Speaker Matt Hall which appointed alternate members of the House Committee on Oversight. The Chair offered a proposed committee rule: (a) Oversight Committee (1) A representative appointed as an alternate member on the committee may be elevated by the chair to serve in place of an absent member of the same party for the duration of the committee meeting. (2) An alternate member must be present at the meeting to be elevated by the chair. (3) An alternate member who has been elevated by the chair has all the rights and privileges of a committee member, including the right to vote on questions before the committee. (4) An alternate member may not preside as acting chair. (5) As used in this rule, “absent member” means a member who was absent during the initial attendance roll call. (b) Oversight Subcommittees (1) A representative appointed as an alternate member on the subcommittee may be elevated by the subcommittee chair to serve in place of an absent member of the same party for the duration of the subcommittee meeting. (2) An alternate member must be present at the meeting to be elevated by the subcommittee chair. (3) An alternate member who has been elevated by the subcommittee chair has all the rights and privileges of a subcommittee member, including the right to vote on questions before the subcommittee. (4) An alternate member may not preside as acting chair. (5) As used in this rule, “absent member” means a member who was absent during the initial attendance roll call.
