- HOUSE OF REPRESENTATIVES COMMITTEE ON OVERSIGHT REP. JAY DEBOYER CHAIR COMMITTEE MEETING MINUTES Tuesday, September 30, 2025 9:00 AM Room 352, State Capitol Building The House Committee on Oversight was called to order by Chair DeBoyer. The Chair requested attendance to be called: Present: Reps. DeBoyer, Bierlein, Meerman, Paquette, Carra, Bruck, Jaime Greene, Rigas, Schriver, Woolford, Miller, Pohutsky, Conlin, MacDonell, Mentzer, Tsernoglou and Wegela. Absent: None. Excused: None. Representative Tsernoglou moved to adopt the meeting minutes from September 09, 2025. There being no objection, the motion prevailed with unanimous consent. The Clerk read a letter from House Speaker Matt Hall which appointed alternate members of the House Committee on Oversight. The Chair offered a proposed committee rule: (a) Oversight Committee (1) A representative appointed as an alternate member on the committee may be elevated by the chair to serve in place of an absent member of the same party for the duration of the committee meeting. (2) An alternate member must be present at the meeting to be elevated by the chair. (3) An alternate member who has been elevated by the chair has all the rights and privileges of a committee member, including the right to vote on questions before the committee. (4) An alternate member may not preside as acting chair. (5) As used in this rule, “absent member” means a member who was absent during the initial attendance roll call. (b) Oversight Subcommittees (1) A representative appointed as an alternate member on the subcommittee may be elevated by the subcommittee chair to serve in place of an absent member of the same party for the duration of the subcommittee meeting. (2) An alternate member must be present at the meeting to be elevated by the subcommittee chair. (3) An alternate member who has been elevated by the subcommittee chair has all the rights and privileges of a subcommittee member, including the right to vote on questions before the subcommittee. (4) An alternate member may not preside as acting chair. (5) As used in this rule, “absent member” means a member who was absent during the initial attendance roll call. Representative Rigas moved to adopt the proposed committee rule. The motion did not prevail 8-7-1: UNFAVORABLE ROLL CALL Yeas: Reps. DeBoyer, Bierlein, Meerman, Paquette, Carra, Bruck, Rigas and Schriver. Nays: Reps. Miller, Pohutsky, Conlin, MacDonell, Mentzer, Tsernoglou and Wegela. Pass: Rep. Jaime Greene. The Chair laid before the committee a follow-up presentation on Michigan Department of Health and Human Services Director Elizabeth Hertel’s testimony from September 9th, 2025. Monroe County Sherriff Troy Goodnough gave a presentation to the committee. Questions and discussion followed. The committee returned to consideration of the proposed committee rule. Representative Bierlein moved to reconsider the vote by which the proposed committee rule was not adopted. The motion prevailed 9-7-1: FAVORABLE ROLL CALL Yeas: Reps. DeBoyer, Bierlein, Meerman, Paquette, Carra, Bruck, Rigas, Schriver and Woolford. Nays: Reps. Miller, Pohutsky, Conlin, MacDonell, Mentzer, Tsernoglou and Wegela. Pass: Rep. Jaime Greene. Representative Rigas moved to adopt the proposed committee rule. The motion prevailed 9-7-1: FAVORABLE ROLL CALL Yeas: Reps. DeBoyer, Bierlein, Meerman, Paquette, Carra, Bruck, Rigas, Schriver and Woolford. Nays: Reps. Miller, Pohutsky, Conlin, MacDonell, Mentzer, Tsernoglou and Wegela. Pass: Rep. Jaime Greene. The Chair laid before the committee an additional follow-up presentation on Michigan Department of Health and Human Services Director Elizabeth Hertel’s testimony from September 9th, 2025. Jill Babel, Marquette County Chief Assistant Prosecuting Attorney, gave a presentation. At 10:00 AM, the Chair laid the committee at ease. At 10:10 AM, the Chair called the committee back to order. Jill Babel, Marquette County Chief Assistant Prosecuting Attorney, returned to continue the presentation. Questions and discussion followed.
