- Representative Wozniak moved to excuse Representative Hope from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HB 4284 before the committee: HB 4284 (Rep. Paquette) A bill to amend 1927 PA 372, entitled "An act to regulate and license the selling, purchasing, possessing, and carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices; to prohibit the buying, selling, or carrying of certain firearms, gas ejecting devices, and electro-muscular disruption devices without a license or other authorization; to provide for the forfeiture of firearms and electro-muscular disruption devices under certain circumstances; to provide for penalties and remedies; to provide immunity from civil liability under certain circumstances; to prescribe the powers and duties of certain state and local agencies; to prohibit certain conduct against individuals who apply for or receive a license to carry a concealed pistol; to make appropriations; to prescribe certain conditions for the appropriations; and to repeal all acts and parts of acts inconsistent with this act," by amending section 5l (MCL 28.425l), as amended by 2017 PA 95. The following person submitted a card in opposition to HB 4284, but did not wish to speak: Denise Hartsough, representing the League of Women Voters. The following person submitted a card in support of HB 4284, but did not wish to speak: Casey Armitage, representing herself. Representative Tyrone Carter offered the following amendment to HB 4284: 1. Amend page 8, following line 19, by inserting: "(10) The amendatory act that added this subsection does not take effect unless both of the following occur: (a) For the fiscal year ending September 30, 2026, there is appropriated to the department of state police the amount of $8,100,000.00 to implement the criminal background checks and application renewal process under this section. (b) A continuing funding source is implemented to cover the cost to the department of state police for conducting the criminal background checks and application renewal process under this section.".
